Colorado pera update

Colorado PERA recently completed an asset/liability study to evaluate the plan’s assets and liabilities, as well as the plan’s risk tolerance. The results of this study along with other factors were used to update the strategic asset allocation in order to meet the future financial needs of the plan for the sole benefit of Colorado PERA’s membership.

Additionally, in 2018, the General Assembly passed reform legislation designed to address PERA’s long-term funding. Included in this legislation was a feature designed to keep PERA on track to full funding with the goal of paying off the unfunded liability in 30 years.

amy mcgarrity, cfa

Amy McGarrity is the Chief Investment Officer of the Public Employees’ Retirement Association of Colorado (Colorado PERA). She is responsible for managing $45 billion for the pension plan in accordance with the Board of Trustees policies and state statutes.

Ms. McGarrity oversees portfolio and risk management for global equities, fixed income, real estate, private equity, and new investment opportunities. She recommends investment policy to the Board of Trustees and contributes to strategic planning. Ms. McGarrity manages relationships with external asset managers, the custodial bank, and investment consultants. As a member of the organization’s executive group, she also represents Colorado PERA to legislative bodies and other external entities.

Before re-joining PERA in March 2017, Ms. McGarrity worked at William Blair as a Global Equity Product Specialist. Ms. McGarrity originally joined Colorado PERA in 2010, after the merger of the Denver Public Schools Retirement System, serving as their Chief Investment Officer. While at Colorado PERA, Ms. McGarrity worked as Senior Investment Officer, then as the Deputy Chief Investment Officer.

She has also held previous investment positions at Buck Consultants, Prima Capital Holding, William M. Mercer Investment Consulting, and Caxton Corporation. Ms. McGarrity graduated from the University of Wyoming with a Bachelor of Science degree in Finance and earned her MBA at Rider University. Ms. McGarrity is a CFA charterholder and a member of the CFA Institute and the CFA Society of Colorado. She is a member of the SEC Fixed Income Market Structure Advisory Committee and serves on the Colorado Secure Savings Plan Board.

Ron baker 

Ron Baker became the Executive Director for the Public Employees’ Retirement Association of Colorado (Colorado PERA) in 2018. In this capacity, he is responsible for PERA’s operations, as well as the execution of PERA’s strategy implementation. He has been a member and active contributor to PERA’s executive leadership team since 2009.

Mr. Baker started his professional career as a computer programmer at Columbine Systems in Golden, Colorado. In 1994, he joined PERA as Senior Programmer Analyst. Mr. Baker served as an Application Development Manager from 1999, until his appointment as the Director of the Application Development Division in 2007. In 2009, he was promoted to Chief Technology Officer. Within this role, Mr. Baker led the implementation of the merger of the Denver Public Schools Retirement System (DPSRS) into PERA in 2009/2010. Mr. Baker was appointed to Chief Administrative Officer in 2013.

In his role as Chief Administrative Officer, Mr. Baker lead the implementation of PERA Board’s Strategic Initiatives, as well as oversaw over 70 PERA employees. He managed PERA’s Application Development, Information Technology, Human Resources, Operations Support, Project Management, and Property Management divisions.

Since March 2018, Mr. Baker has been a board member for the Council of Institutional Investors (CII). In addition, he is a member of the Legislative Committee for the National Council on Teacher Retirement (NCTR).

Mr. Baker is a graduate of the University of Northern Colorado with a degree in mathematics, with a dual emphasis in computer science and liberal arts mathematics. He is a graduate of the Executive Leadership Program at the Daniels College of Business at the University of Denver.
